With the rapid development of marine oil transport, tankers has been increasing sharply in the types and quantities, marine accidents of tankers occur frequently, massive oil spill has brought a heavy burden to the marine environment. In order to reduce marine oil pollution and control the amount of oil spills after tanker damage, the International Maritime Organization has raised deterministic requirements on tanker oil spill performance.All the new vessels which are building now or in the future, must be required to meet the new requirements. But for some building tankers, their construction periods span the introduction of the new rule. When the tankers’ oil spill performances, which are calculated under the old conventions conventional method, are discovered to be unable to meet the requirements of the new rule, they have been building on the berth. In this case, to redesign the subdivision of the tankers is unrealistic. therefore, there need to put forward a new method of oil spill calculation, which is not only consistent with the rationality of oil spills calculation, but also can make the recalculation on tanker oil spill performance to meet the new requirements of the rule.In this paper, the author has deeply studied the conventional calculation method of oil spill introduced by MARPOL Convention and find there are two problems. The one is that the oil spills calculation of each cargo oil tanks is not precise, especially for some cargo tanks with large changes in cabin-type, the results are often have a big deviation to actual results. The other is that this method has large workload, cumbersome datas and high error rate. In response to these problems, the author proposes a refined calculation method which can make the oil spill calculation results more precise. By deeply studying computer compiled languages C Sharp, the author designs a program for conventional calculation and refinement calculation of oil spills. Under the help of this program, this paper completes the oil spill of a Panamax tanker by conventional and refined calculation methods. This work not only verifies the speed and accuracy of this program, but also demonstrates that the proposed refinement calculation method is reasonable and also achieves the target of a relatively accurate calculation of oil spills.
