Maritime Transportation has significant meaning for a country’s foreign trade. As one of China’s three marginal seas, South China Sea is the throat located on the marine lane link China and other countries in Asia, European, and African countries. For a long time, our focus is on the waters of the Malacca Strait, while not much attention is paid to the South China Sea. Since2012, China and its neighboring countries often meet conflicts, the situation in the South China Sea has repeatedly stressed. Now, the politic state has pass negative effect on the maritime industry. Based on this, the thesis is written to assess the safety state in this area, political factors and other non-traditional factors have been considered.This article begins with introducing the present situation of researches on marine safety problem at home and abroad. Next, the core area of the South China Sea Dispute-the Spratly Islands area as the research object. This paper introduce the area from seven aspects, namely, the geographical, meteorological and hydrological conditions, channel status, vessel traffic situation, geopolitical situation, piracy attacks, and terrorism. The introduction also lay the foundation for latter assessment. In the third chapter, the article explains how the model works. Using a improved expert investigation method of indexes weight, this improvement is modified by genetic algorithm to optimize the weights of experts, thus it can effectively improve the consistency of the judgment matrix. Then it use the ideal interval method draws the appraisal object membership grade. The fourth chapter makes and assessment of the South China Sea Islands using the model. Result shows that, in the duration between Jan2012to April2013, the security level rises from "medium" for the first3months to "unstable", and remains in the state. This result proves the model has a certain merit. Finally, combining the current situation of the South China Sea area, the author puts forward properly handle relations with neighboring countries, actively respond to hegemonies, maritime information service, strengthening the influence of the South China Sea in the South China Sea has perfect infrastructure, and cooperation to reduce non-traditional risk six recommendations.
