Study On Navigation Safety Control During Ice Freezing Period In The Bohai Sea Based On FSA

Sea ice is known as "white killer" of maritime safety. Our main generating area of the sea ice in the Bohai Sea and the northern Yellow Sea, have different levels of sea ice every winter. Bohai Sea route links up Liaodong Peninsula and Shandong Peninsula, connects the North China and East China, occupying strategic location and has always been one of the busiest marine traffic regions. Historically, the whole Bohai Sea was frozen, resulting in significant loss of precedent. In recent years, especially in the winter of2009-2010, sea ice disaster cause a significant impact to the safe navigation of ships again. Therefore, the analysis and research on how to protect Bohai ice freezing safe navigation has important practical significance to reduce or avoid maritime traffic accidents and other types of sea ice loses. To protect the ships in ice freezing period in the Bohai Sea navigational safety, reduce the casualty ratio of ship accidents, the Bohai navigation risk assessment is particularly important in ice freezing period.This article adopts the method of formal safety assessment (FSA). On the basis of the statistical analysis of the Bohai Sea ice disaster effects and losses since2000winter, the risk for navigation of ships are summarized as seven classes and25small kind of cause of the accident. Accident tree method was used to construct the Bohai sea ice freezing period of ship navigation safety formal assessment model, systematically analyses the various factors affecting the navigation safety of the Bohai sea ice. According to the expert scoring and comprehensive analysis, the impact on the various influence factors is ranked. Combining the empirical case, the Bohai sea ice ship navigation risk control scheme is proposed. Finally, this paper is represented by the maritime department relevant government departments. This paper put forwards some security countermeasures and Suggestions in ice freezing period of Bohai Sea. It is significant to argue that all related departments to the Bohai sea ice navigation safety guarantee measures to ensure ship navigation safety. Departments should closely cooperate, improve the emergency response mechanism and the response capacity, strengthen site monitoring to ensure the shipping order; maintain fairway buoys to ensure the safety of navigation; Make emergency on-duty, effective disposal of danger four aspects to take effective measures to prevent against the winter sea ice. Ensure the safety of the Bohai Sea ice age of navigation safety and maritime operations to maintain maritime security situation.
