Kunming City Drinking Water Source Areas Of Ecological Compensation Mechanism

Water source protected zone for urban water supply is very important for the subsistence of urban residents and for the sustainable development of urban area. Over the last decades, the ignorance of input on the protection and ecological improvement of urban drinking water source zone, the unsustainable use of urban drinking water source protection zone has threatened water quality and safety of urban drinking water. The establishment and improvement of ecological compensation mechanism in the urban drinking water source zone is critical to solve the conflict between the protection and development of urban drinking water source zone. The author of this paper applies approaches that combine theoretic analysis, statistical analysis and model analysis to do practical analysis on the systematic study of ecological compensation mechanism in drinking water source zone so as to propose the thoughts on improvement of ecological compensation mechanism and its related measures.The thesis is composed of five chapters. In Chapter 1: the great significance of establishment and improvement of ecological compensation mechanism is expatiated and relevant studies on this topic from home and abroad were summarized and the structure, data and research method are also stated in this part. In Chapter 2: the relevant terms and key points are defined while theoretic basis for ecological compensation in water source zone is stated which lays theoretic foundation for the study of ecological compensation mechanism in water source zone; In Chapter 3: issues existed in the implementation of ecological compensation mechanism in water source zone were addressed through the practical analysis as questionnaire and model analysis; In Chapter 4, the core of the thesis, the thoughts and measures on improvement of ecological compensation mechanism in drinking water source protected zone were disserted, including principles for compensation, targeted groups eligible for compensation, pre-requisition and ration of compensation, compensation financing, compensation method, and organization framework, mend according law and regulation. In Chapter 5: conclude the research results and the further issues needing being solved.
