High-speed rail is one of the important transportation constructions of Chinese Government. It will certainly make a great change to the transportation market in China when the high-speed rail joined the domestic inter-city passenger market. The market share of every mode will be reallocated. Because the high-speed rail is a new mode, if the high-speed rail company ignores the needs of passengers and draws no appropriate service strategies or competitive strategies, it will only attract few passengers and have empty high qulity service. This study tries to find out the service strategies and competitive strategies of high-speed rail as references in operation and decision making for relevant authorities.This study first uses SWOT method associating with secondary data collection, expert interview, and questionnaire investigation to analyze the attributes of high-speed rail and to find out its internal strength, weakness, and external opportunity, threat. In the internal analysis, this paper discusses the operation environment and passenger characteristics of high speed rail itself and analyzes its advantages weaks.Form the analysis of external environment, by analyzing the relationship between high-speed rail and other transportation modes which serving in the same passenger corridor, in order to understand the way of traffic in the competition condition of domestic transport market.Finally, by applying AHP method and expert questionnaire we choose several competitive strategies. In conclusion, it can be found the priority of the strategies and optimal strategies for high-speed rail.The article draws that the high-speed railway’s advantages and disadvantages、the external environment opportunities and threats. Putting its service goals to provide safe、 comfortable and convenient transportation services to the highest priority. In the competitive strategy, the integration of transport services is the most important. For specific strategies program, the most important thing is operating the ancillary enterprises in diversification of business; In the Unique brand building, taking the advantage of Customer information management system is the most important; In the introduction of marketing techniques, the most important is the advertising of print and media.
