High speed rail way is an important part of the transport system in China,meanwhile, the issues concerning about the safety of rail way transportation is alwaysexposed to the attention of the public. The weather conditions along the rail way,especially the wind speed, have a significant effect on the safe operation of the highspeed rail way system. This study has made a compare between the domestic weatheralert system along the rail way and the foreign systems, besides, a winddata monitoringand alert system specific to the real condition of northern Xinjiang high speed rail wayis designed. The main content of this paper is shown below.A wind data collecting system based on the network control and data collecting isdesigned, and the hardware has been selected.The custom network transmission protocol based on the TCP/IP is developed, and thedata which istransferred through it has already been encrypted.The Multiple database framework of wind data monitoring and alert system isdesigned. Meanwhile the algorithm of the alert condition as well as the alert program isdeveloped with the support of the database.The data invoking from the database of the website of the monitoring and alertsystem, data searching and plotting of the curve are achieved through the foundation ofthree-layer construction.This data monitoring and alert system contains the following characters.The data from one acquisition point is collected by three collectors in the same time,and it is transferred through the two-way transmission method. Thus thedata through thetransfer process is guaranteed to have a compared high integrity.The collected data is transferred through the custom network transmission protocolwhich is developed independently based on the TCP/IP protocol. That makes sure the data will not be revealed through the transfer process. Thus the safety of the rail waysystem as well as the safety and security of the data is guaranteed.The website is built up with three-layer construction, which makes sure theindependence between each construction, so that the data is safe during the invoking.The data from the front WEB system will be shown as curve graphs, which makesit much easier to observe the data directly and figuratively compare with the traditionalmethod through which the data is shown as text files.
