The number of traffic accidents, caused by driving when intoxicated by alcohol (DWI), is increasing with the arrival of the Chinese automobile society, and affect the society seriously. DWI has become brutal killers increasingly. The DWI has caused much economic losses and casualties in the world. In order to eliminate the DWI, many countries have made lots of ways to prevent drunk driving. A hand-held breath alcohol tester and headspace gas chromatograph blood alcohol tester are always used by the police. A handheld alcohol tester has many disadvantages, such as wasting police power, heavy workload, low efficiency, narrow coverage and affecting the normal traffic. Therefore, the study of in-vehicle preventing drink-driving intelligent management system has a very impotant practical significance.A design of preventing alcohol-impaired driving intelligent management system based on GPS/GSM is present in this paper. This new type of automotive electronic product, on the basis of breath alcohol ignition interlock device, is active and safe. This design has more advantages and better application prospect. The principle of electronic nose is used in the own making alcohol detection module, and multiple alcohol sensor detection signal can be integrated through a neual network pattern recognition algorithm. A disposable expiratory mouthpiece is not required because an electric fan is used to capture the driver’s breathe sample quickly and conveniently, so the detection speed is improved. The system can transmit the information about the vehicle location, the driver’s identity and alcohol concentration by the technology of GPS/GSM.Traffic police base station will receive the information in real time, and the information will be stored in the database. The role of intelligent management system is played.The system is the results of the many high-tech applications.The PIC microprocessor is adopted in the system. The hardware of the system is designed by the ideas of modular. The hardware system include sensor detection sub-module, voice and display sub-module, drink-driving control sub-module, GSM sub-module, GPS positioning receiver sub-module and other sub-modules. At the same time, the system software, under the MPLAB-IDE enviroment, on the basis of PICC compile, is completed. The functions of expiratory judgment, acquisition and processing of the alcohol concentration, voice alarm, liquid crystal display, GPS positioning information access, sending and receiving GSM short message is realized.
