As the basic unit of the city system, city streets are important component of urban public space and organization media of urban public life. However, with the rapid development of urbanization, today’s city streets have become a trend that departure from the dynamic, traditional streets and public life are disappearing. Currently, the question we are feeing is: how to build a people-centered modern urban streets public living space with the diversity in the contemporary city intertwined of networking, high-speed flow. By examine the current status and theoretical development of China’s city streets, we find it has important practical significance to study how to shape the vibrant streets.In this study we systematically analyze the status of the theoretical research on city streets, and establish a specialized research for street vitality with the case study of Dalian City streets, and put forward strategy that shaping street vitality in line with the characteristics of contemporary development and meeting the needs of modern urban residents. First, through the interpretation of the concept of street and living streets, we have further defined the connotation of street vitality of both the external representation and the constituent elements. Secondly, from the external representation of the social activities of the people in the streets and constitute environmental factors of street activity to support social activities, we selected corresponding evaluation index of two dimensions, and thus conformation the quantitative assessment framework of street vitality. Then, based on the quantitative assessment framework proposed, we select typical living street in Dalian as a practical case study, and research quantitative data of these two dimensions of pedestrians and substances environmental characteristics on streets, and choose method of inductive contrast and SPSS correlation analysis to determine the street environment has an important influence on the dynamic generated definitions. Finally, from the angle of the physical environment of streets that affect the vitality of the street, we put forward two major principles that creating the dynamic street:the principle of accessibility and mixing principle, based on these two principles, respectively, we the specific design techniques to create street vitality.In this paper, quantitative assessment framework of street vitality as a useful exploration, on one hand, through the evaluation of status of streets vitality, provide an objective basis for scientific and rational development of urban planning and construction decisions, on the other hand, also provide a operable index system of the evaluation on street for planning and design In addition, the findings of this paper show that the distribution of the social function of blocks, traffic accessibility of streets, degree of openness of the street space at the macro level and the physical facilities, land use and social spaces at the micro level are important factors to affect street vitality. According to these conclusions to explore the strategy and specific design practices that shaping the vitality of streets has some inspiration on urban design, community planning and formulation of economic development policy.
