Residence is the major and important part of urban land,along with the development of motorization,the traffic problem of residential area gradually emerges. As residential area in Ganjingzi District of Dalian fast-growing,traffic problem is very prominent. In the existing management model, some of planning administration is not in place, so there is a need to carry out the study.Through investigating and analysing of the typical residential areas of Ganjingzi District, the main reason of the traffic problem in residential area is the lack of traffic connection between the residential area and the city.So traffic jams appear in the entrance and intersection.The mix of pedestrians and vehicles on the road result in inconvenience for residents" traveling. Traffic problem in residential area of Ganjingzi District is a microcosm of china’s large and medium-sized cities,planning manager is limited in the management model and their own profession,the traffic problems appears.It took Perth,Bundang,and Osaka as examples and made statistics on road cross section and pedestrian traffic organization,intersection,entrances.Point out The differences between China and foreign countries of traffic organization in residential area.This paper studies on the content of the plan stage and norms and regulations, judged on policies, find out the root of the problem of traffic organization.The analysis and verification of the cases at home and abroad, we can see that China’s planning administration is lack of the effective control provisions.The policy can not play the instruction role for planning administration and transportation design.Ultimately, concluded:Managers should be based on the management.Traffic impact should be considered in policy-making aspects of residential area,and the management should to implement the detailed measures.
