Quality Management Of BGS Military Road Construction

In recent years, with the rapid development of national economy, national defense construction has entered a fast development stage. Force’s rapid response capabilities are gradually placed in an important position of national defense construction as necessary foundation in New Era of diversified military tasks. The projects of military road outside the camp are increased, which provide strong safeguard for the military actions. While road engineering project usually involves a wide range, construction technology is relatively complex, and professional personnel reserves and construction experience in the troops are scarce, the majority of military road project are constructed by army or local. The results of the investigation indicate that the quality of military road construction has many problems and affects the road usage efficiency. The main problems are the uncareful management of all aspects and the lack of engineering quality control. Therefore, there are many new requirements to be raised. For example, how to scientifically allocate resource, reduce construction waste, improve the quality and efficiency. In this paper, the management of military roads engineering is taken as the breakthrough point, and modern quality management models and thoughts are applied in quality control of road project construction in terms of the owner, the construction units and supervision units in order to ensure the quality stability of the military road construction.Firstly, it is discussed that the applicability and necessity of the project quality management by putting military combat readiness road engineering as a reference point. According to its characteristics and construction requirements, quality management connotation is proposed and its application range is discussed. Secondly, the construction quality management system is established, which is adapted to a project management system. This system can really play a role, but also bring innovation to project management. For instance, measures responsibility is explicit through restriction mechanism of management system, the system’s implementation is guaranteed through accountability mechanism, continual improvements is made by the operation mechanism, flexible control manner is established by controlling mechanism, the system of rewards and punishment is improved by shaping the innovation atmosphere. Finally, based on the BGS military road project, the management method of construction process control is analyzed. PDCA management method is researched deeply and is used in the management of construction site. It is proved that quality management of military road project can bring better economic benefits.
