The AuditInstitutions has updated the methods and cancelled the postaudit structure. The AuditInstitutions now get involved the projects beforehand and monitor the project inprocess. They try to track and audit the funds and investments from governmentthrough the project processing. That can increase the efficiency of funds allocation,can stop the huge projects wasting money and also be able to prevent the imageprojects, conscience projects and “Shabby” projects. We call this kind of projectauditing as Track AuditingThere is no a proper definition for Track Auditing in theorists. The track auditingresearch program focuses on different projects in China. There are differences in thestudied targets in the research. Some track auditing are through the projects process,but some only track in the construction phases. Combined the outcomes of theresearch and auditing at this stage, we believe that track auditing can be defined asimproving the performance of audit targets. Performance does not only meaneconomic benefits, but also means compliance and legality. It even means evaluatingauditing target in time, continuous monitoring and timely feedback.Track Auditing can increase construction benefits and quality. It also avoids theproblems of postaudit, which are the difficulties of projects problem solving.Therefore, the society universally praises the Track Auditing. From the view ofpractice effect, Track Auditing obtains remarkable achievement in monitoring theexpenditure of the financial funds, preventing losses and waste, promoting thegovernment policies implement and increasing the efficiency of use of fund. AuditDepartment can play its function effectively and realizes the changes of mind andmethods of auditing. That can not only perfect the traditional auditing methods, butalso can advance the government perfect policies, mechanism and play a role inprotection and advance.Based on the current auditing methods and definition, the author believes thatTrack Auditing though the project in process can be defined as using tracking andmonitoring auditing methods to audit whether the government fund being usedeffectively though the project in process.
