Recently, our country is keeping investing in infrastructural facilities with bigger and bigger construction size, while construction safety is not developed to the level compliant with the construction size-Architecture accident occurs frequently and is becoming to be the third highest accident industry, following with transportation and coal.In this report, the advantage and disadvantage of existing architecture safety management system in Ningbo city of Zhejiang province is analyzed, focusing on the external safety management environment impact and the inner problems of the existing safety supervision system, aimed to find the root cause of existing problems and accordingly come to the idea about how to optimize the supervision mode-The idea includes changing the supervision focus from certain architecture projects to the responsibility of each legal entity, changing the role of supervision management from just providing service to being involved in law enforcement, as well as changing the motivation mode from negative motivation to positive motivation.Man-machine interaction track theory and Adams accident-causing domino theory are used in the analysis in this report to analyze the root cause of the architecture safety accident, showing that unsafe human behavior and unsafe condition of things are the key factors.As a response, the idea of achieving an optimized supervision is also described.Gambling theory and empirical supervision analysis are also used in this report to analyze the reasons for insufficient capital investment during construction, turning to be caused by people and accordingly it is very necessary to put strict law enforcement in place.As a conclusion, the management department for fundamental architecture should not only ensure that the precative safety supervision institution playing the right supervision role to the construction company, but also work closely with the precative institution to maintain safe construction activities daily on site by using all kinds of construction management methodology Architecture safety supervision mode should highly change from ex-post analysis to being more preventive, such as keeping good combination between daily inspection and dynamic supervision, between parallel examination and focusing investigation, as well as between negative motivation and positive motivation, so as to guarantee the safe and healthy development of architecture industry through forcing the responsibility entity to better self-manage their behavior under increased safety supervision.
