Research On Regulatory Issues Of District Heating Supply In Jinan City

City district heating means using heat source such as cogeneration, district boiler, industrial waste heat to supply heat for several blocks or even the whole city by heat supply network. As the important infrastructure in the city, city district heating can not only meet the demand of public life but also support the development of city construction, with the advantages of saving energy, reducing pollution, serving production and daily life, which means comprehensive economic benefits, environmental benefits and social benefits. According to the national civil district heating region classification, south of the Yangtze River do not belong to the heating region, while north of the Yellow River belongs to the heating area, and Ji’nan locates in the intermediate transition region. Household coal stoves prevails heating way in the early times in Ji’nan, and part of the departments and companies also using small boilers for heating. From nineteen eighties, district heating began to take over gradually. Along with the development of social economy and improvement of living standard, district heating gradually transformed from original comfort service product to elementary product, and it plays more and more important role in our daily life. After thirty years development, the scale of Ji’nan district heating is growing. By the end of the year2011, the area of district heating had reached74million square meters, which means district heating coverage reached52.8%.As the district heating in Ji’nan city expands ceaselessly, it becomes a demand of government, market and society to develop a scientific, reasonable district heating supervisory system. To promote the development of district heating industry, a series of city district heating reform and development policy are issued by the government. Ji’nan also actively responds to the national policy, establishing district heating management organization, exploring and accumulating experience on regulation and statue construction. But influenced by double effect of market mechanism and government regulation, there are different understanding in Ji’nan city, and a scientific and effective city district heating supervisory system has not be formed yet. So some problems such as special program lag, infrastructure weak, unable to meet the heating requirements and enterprise high debt, has seriously affected the healthy and sustainable development of City District heating. In this paper, by studying and summarizing the district heating properties and contents of supervision, using public administration knowledge, economics, sociology such as public administration, market incentive and public participation, the existing problems in Ji’nan district heating supervisory are analyzed, a government, market and society three party cooperation supervision mode is sought, the position of Ji’nan district heating is cleared, the relationship between government and market is adjusted, the legal system is improved, a reasonable heat price is determined, a perfect market incentive mechanism is founded, the service quality and government supervision level are improved, the economic benefits and social benefits of district heating are unified, a reference for the government to implement city district heating supervision is given.
