| In the last century, urban space growth has been concerned by all of the world. No matter in western countries or in our country, the sustainable development of the city has been wildly focused on. The concept of Urban Growth Boundary (UGB) was put forward by the United States, in order to limit the disorder spreading of urban space."The urban planning method" which implemented in2006, officially proposed the concept of UGB, but the urban planning methods did not make the definition, characteristic, delimit methods and implementation management measures clearly, therefore many Chinese scholars have started the research on UGB.Firstly, based on the analysis of the UGB concept and theoretical studies reviewed and summarized at home and abroad, this paper defines the UGB concept of double meaning from a macro and micro point of view, clarifies six characteristics of UGB, and then discusses the necessity for the UGB practicing in our country these years as well as the problems in understanding, designation, implementation, management and other aspects of UGB and the deep reasons, which come down to the root is that we lack an overall study to the UGB, and the framework is fragmented. Therefore, the construction of China’s UGB framework is the key of UGB effective implementation and management. Secondly, based on several aspects of the countermeasures comb involving in the UGB research process, the framework constructed in the paper is mainly from three levels of UGB delineation, regulations and policies, management. In the defined level, the construction of framework aimed at making clear of the delineation of UGB stage, composition contents and delineation method; as to the law and policy level, the framework proposing to increase the UGB statutory status, and in conjunction with other normal and better implementation of the UGB; when comes to the management level, from the management objectives, management, management measures, the paper proposed the specific contents of UGB management, to ensure the expected effect realization. Through the framework construction for UGB in domestic provide a reference basis to the implementation, in order to promote the city construction, achieving the goal of urban sustainable development of saving resources, protecting the environment, controlling the city spreading. Finally, the UGB framework is applied to the Suzhou City UGB case studies. The UGB of Suzhou City is delimited according to its own situation, and the relevant management measures are put forward too.The UGB framework construction and its application to Suzhou City is aimed at enriching UGB researches in our country,as well as providing references to other cities UGB designation and management. |
