The main reason for global warming is the human burning of fossil fuels anddeforestation, which resulted in the increasing of the concentrations of greenhousegases in the atmosphere, thus exacerbating the greenhouse effect. In order to copewith the adverse effects of global climate change, in2003, the concept of "low carboneconomy" was first proposed, and has attracted wide attention in the world within. ForChina is in rapid advance stage of urbanization and industrialization, build alow-carbon city is a favorable choice to promoting industry consolidation andupgrading, improving energy efficiency and cultivating new growth points of the city,as well as to achieve the sustainable development of the city. The thesis learns fromthe theoretical and practical experience at home and abroad to make the qualitativeand quantitative evaluation of the status of low-carbon development in Jinan city, andthen analyzed Jinan low-carbon urban construction path on three levels from themicroscopic scale, meso-scale and macro urban scale.This paper is divided into five parts:The first part is an introduction, which made a brief introduction to the researchbackground and significance of the low-carbon cities, and the related theoreticalstudies of low-carbon cities at home and abroad were reviewed, based on the researchcontent and technology roadmap.The second part describes the theoretical basis of this paper to low-carbon urbanstudies—ecological economics, sustainable development theory and the developmentof ethics.The third part is the status and evaluation of low-carbon development in Jinancity. This paper selected a few representative indicators to evaluate Jinan low carbonproductivity, low-carbon consumption and low-carbon resource status quo, and thenexplicit economy, society, resources and environment foundation to the building of alow-carbon city in Jinan.The fourth part is the main focus of the full paper. The paper analyzed the path oflow-carbon urban construction in Jinan through microscopic scale-the family oflow-carbon living and the enterprise low carbon production; mesoscale-communitylow-carbon services and industrial park low-carbon configuration; macro scale-low-carbon urban co-ordinate.The fifth part is the conclusion and outlook, to sum up the conclusions of this article, pointed out that inadequate research and the direction of future efforts.Above all, we draw the following conclusions through the six-part study:(1)In recent years, the Jinan City in the production of low-carbon, low-carbonconsumption and low carbon resources building some effective foundation for thedevelopment of low-carbon city, but there are also huge industrial production andenergy consumption, lower carbon productivity is insufficient.(2)Family of low-carbon low-carbon life and business production are both theimportant entry point for Jinan to build a low-carbon city in microscopic scale, andalso the micro level to build a low-carbon society with low carbon economy,low-carbon awareness of homes and businesses is to build a low-carbon cityanimportant foundation.(3)Community by community green building, community low-carbon planningto provide low-carbon services and living environment for people to build alow-carbon and comfortable life, while the community is still an important place forthe popularity of low-carbon concept; industrial park can be through on admissionreasonable selection and configuration of the unit, rational planning of the variousfunctional areas to achieve low-carbon production in the park, and can focus on thecarbon-containing exhaust gas to reduce carbon emissions, reduce carbon reductioncost of a single enterprise.(4)The construction of low-carbon city is a complex system engineering,which requires the city manager to the overall planning of the carbon action on theinner city at different spatial scales combined with the city’s own stage ofdevelopment and realistic conditions. This paper argues that the future Jinan focus ofbuilding a low-carbon city, optimize the industrial structure, increase energyconservation efforts, and actively develop clean energy, focus on low-carbon orientedurban spatial planning, building transit-oriented, low-carbon transport system,vigorously develop the city ecological carbon sinks forestry.
