With the development of the times, the municipal projects become larger and larger, and construction technology also becomes more and more complicated. As some constructers are not professional enough, or not paying enough attention, the schedule of projects often gets postponed so that causes economic losses. This paper puts forward some opinions and experience, through the demonstration of the strengthening of time management of municipal projects. Those opinions are combined with part of the views of experts, guided by both theory and practice.This thesis summarizes the development, the basic concepts and the characteristics of project management, then takes the construction scheme of Feng Yuan Road project in Tai’an as example, introduces some key construction technology such as cement stabilized base and asphalt concrete pavement. Then the thesis elaborates the measures such as careful construction, parallel construction, mechanical construction and happy construction, which purpose is to ensure the safety, quality and low cost in the concrete construction process. Some issue such as constructions sequential optimization and milestones identification are discussed in order to shorten the critical path of project, and the scheme of Schedule control are determined.Based on analysis, the paper put forwards the aim of time control and specific management measures. The thesis proposes the principle of management:track constantly, contrast frequently, correct timely, repeat ceaselessly. According to both the theoretical analysis and practical experience, we can draw the conclusion that the contradiction between safety, quality, cost and timing can be harmonized with enhanced project management, optimized arrangement and method for construction, fully mobilized staff and reasonable allocation of personnel and machinery. So that the project can be completed ahead schedule, the goal of maximum economic efficiency can also be achieved.
