Take advantage of AE (ArcGIS Engine) components package, ArcGIS geographic database, SQL Server2005database and VC#.net programming language to develop the urban-rural land use planning coupling system. The mainly research content and results of the paper include:Firstly, this paper deeply research the data coupling mechanism and put forward the coupling way of overall land use planning data, rural construction land use planning data and GIS data, establish a integration coupling database, so as to realize the unitive organization and management of the massive planning data.Secondly, take use of the database security technology to effectively guarantee the data security and remote transmission safety of urban-rural land use coupling system. Realize the security control of database, and it is easy to share resources for the related working staff.Thirdly, based on the needs analysis of urban-rural land use planning, use four-tier software structure to do the overall design and detailed design, and introduce workflow technology and related mathematical model to refine the function module.Finally, with ArcGIS for development platform, c#.net language for development, and the coupling of overall land use planning data and rural construction land use planning data, develop the urban-rural land use planning system. The system realize the basic information management, planning results management, planning aided, planning coupling inquire and analysis.It effectively aided overall land use planning and rural construction land use planning work with certain practical value.
