At present, our country’s socio-economic has been developing fast. Urban construction has entered a new era, the demand for construction land is also growing, and the contradiction between human and land is becoming more and more prominent. When the general land use planning was prepared and implemented, our country carried out the land consolidation planning including land consolidation, land reclamation and development of unused land as the main content, and achieved some good results, but also exposed some problems, such as one-sided pursuit of more arable land area, ignoring the quality of arable land and not paying enough attention to the impacts land consolidation planning has on the ecological environment. Therefore, the government decided to carry out preparation and implementation of the land remediation planning on the purpose of promoting the intensive use of land conservation and the new rural construction as well as urban and rural development while promoting the protection of the ecological environment and improving the living environment. Land remediation planning will inevitably lead to the land use structure and layout changes of the launching area, thus influencing the ecological environment of the remediation area. The preparation and implementation work of land remediation planning has been carried out for a long time, but Environmental Impact Assessment of land remediation planning is not carried out in a deep-going way, relevant government departments have not issued any technical specifications and standards of the EIA of land remediation planning. Therefore the current researches for the EIA of land remediation planning are necessary.Based on the researches of domestic and international land remediation planning and the EIA of the land remediation planning, and from the perspective of the ecological environment, this paper analyzes the land remediation planning and EIA content, and proposes techniques and theories of land remediationg planning.Through identification of environmental impact assessment, evaluation index system was constructed. Land remediation planning and planning EIA were studied with Minhang District of Shanghai and the city of Mingxi in Fujian Province as examples.Conclusions are as follows: (1) Based on the research on classification system of land consolidation, the characteristics of land remediation and the differences between land remediation and land consolidation, two classification methods are proposed:Classification according to the remediation objects and classification according to the environmental pollution control and ecological construction. The former land remediation are divided into three categories according to the types of land use before land remediation:agricultural land remediation, construction land remediation and unused land remediation; the latter land remediation are divided into two categories:pollution controlled land remediation and ecological construction land remediation, and propose the land remediation application mode based on the classification system in the ecological perspective. According to the land remediation mode in the ecological perspective, it proposes the path of the land remediation mode, potential evaluation of land remediation and land remediation regionalization. Meanwhile, it also proposes the evaluation index for the evaluation of the eco-environment benefits of the land remediation, thus improving the theory and research system of the land remediation planning.(2) In this paper, technical guidelines for the EIA of land remediation planning includes evaluation purpose, principles, scope, time, work procedures, methods and basic tasks. This paper also builds a environmental impact identification table for the EIA of land remediation planning. Based on the analysis on the identification of the EIA of land remediation planning, this paper builds two sets of EIA index system of land remediation planning for urban areas and rural areas respectively from social, economic, ecological and environmental aspects including19indicators, according to different types of land remediation and environmental impact of different remediation modes. Based on the operability of the evaluation index system and the data availability as well as the two sets of indicators, this paper proposed a relatively simple and practical evaluation index system with comparative analysis as its main content. This index system highlights the socio-economic and ecological environment changes that the land remediation brings mainly through the comparative analysis between the relevant indicators of the remediation area and the entire region.(3) In the previous study of the land remediation for the urban areas of Minhang District of Shanghai, the content of urban land remediation mainly is remediation for pollution controlled land such as industrial land, residential land and commercial land. And the content of ecological land remediation mainly is ecological construction land remediation. According to the research, the technology of the land remediation planning for urban areas in the ecological perspective is feasible.(4) According to the study of the land remediation planning and PEIA for rural areas (the city of Mingxi in Fujian Province as the object of study), the program in which environmental cost is minimum will take land remediation of3111.04hectares in expectation of increasing412.22hectares of arable land. In the EIA for land remediation planning, it uses the evaluation index system for comparative analysis between the relevant indicators of the remediation area and the entire region. The results showed that, on the whole, all positive indicators in2020would improve in comparison to2010, while negative indicators would decline. It showed that ecological benefits and socio-economic benefits would improve accordingly. The implementation of land remediation planning will increase the size of arable land and improve the land use intensification, and it will also improve the ecological remediation efficiency of the county especially the remediation area, ameliorate landscape environment, as well as promote rural environmental infrastructure construction and beautiful environmental townships construction. Therefore, land remediation planning program is reasonable.
