Transformer substation automation is one part of electrical secondary system, it is a generic term of electrical equipment’s automatic monitoring and control, containing of substation background monitoring system, computer measurement protection device, voltage and reactive integrated control system. Its main functions include substation analog quantity, switching value, electric energy acquisition, event logging and the operation of electrical equipment et.al.This paper discusses the domestic and foreign development status of integrated automation system for substation, and the current development of Yan’an Petroleum Refinery’s substation automation system; it also illustrates the hardware composition, system construction, network communication, basic function and protection logic of the substation automation system. Furthermore, according to features of the protection and monitoring integration device from Nan’rui DSA3C series, combined with situation of the6KV Distribution System, electrical secondary system’s reconstruction diagram is designed; relay protection setting value is calculated as well. Additionally, reasons of uninterrupted power supply reconstruction, functions of integrated automation after reconstruction and notice of operation and maintenance are discussed in detail. Theory and practice proved that:transformer substation automation is the developing direction of distribution system; layered-distributed structure is the development tendency of substation automation; and monitoring system is the core of distribution system. After the reconstruction, reliability of protective relaying is increased; the safety of equipment performance is enhanced; meanwhile the "four-remote" is achieved. In consequence, a good foundation for electrical equipment performance is laid.
