Research On Organization And Security Methods Of Abnormal Load Haulage

The abnormal load haulage is one of the most difficult transportation and has thehighest risk. It usually exceeds the capacity or the limits of roads, bridges and otherstructures and it’s different from the transportation of general goods in the process oforganization, such as applying for the right of way in advance and would transport onthe specified route and time, the most important difference is that a credible transportorganization scheme must be formulated before transportation. A series oforganization and security measures must be taken to ensure the feasibility and safetyof the abnormal load haulage.This paper is from the science and technology project of transportationdevelopment in West of China. Combining the current situation and demands of theabnormal load haulage organization, summarize the core problems from a technicalpoint of view, and the question is that transportation equipments and organizationmethods must be adapted to the feature of heavy and huge of the cargoes, that the roadconditions must be adjusted to the trailers loaded with the heavy and huge cargoes,and that the security assurances must be prepared any time through the wholeorganization. This paper would carry on the research from the three aspects, and hasan important research value and practical significance.First, introduce the basic characteristics of the abnormal load haulage, anddistinguish the differences from transportation of general goods, make it easier tocarry on the study followed. Because the current management situation of theabnormal load haulage organization is chaotic somewhat, an analysis and proposal ofit has been proceeded, then analyze the features of the key technical procedures of thetransportation organization, and introduce the main safety problems, influencingfactors and operating notices of the procedures.After that, research on the abnormal load haulage organization methods. Aimingat the first two core problems above, select the two aspects on route selection andbasic resources match in the stage of transportation scheme formulating, to make anintensive study. On the basis of the route selection process of abnormal load haulageand the main factors considered by carrier, a route selection and optimization methodof it has been presented, and has given a case verification. In the method, use theAnalytic Hierarchy Process to measure the safety of different routes. On the aspect ofbasic resources match research, present the methods of personnel allocation and vehicle disposition, and give some basic measures of security assurance.At last, research on the techniques about security assurances of abnormal loadhaulage. Give the meaning of abnormal load haulage safety, and the meaning ofsupervision of it in this paper, and analyze the risk factors comprehensively aroundthe whole organization procedures. Then determine the contents and indexes of thesupervision and their implementation methods, consequently, present an integratedsupervision system of the abnormal load haulage.
