With the development of urbanization is speeding up, the urban population densityincreases, high-rise building more and more, traffic and other three-dimensionalphenomenon have appeared. Once the occurrence of a high-intensity earthquake disaster,structures and buildings collapse will cause the urban road congested, broken or damaged,victims of evacuation difficulties, the city with outside world’s contact were cut off,earthquake rescue work difficult to carry out such consequences. Therefore, the city publicsecurity and disaster mitigation has been an important part of the urban construction work,and the country also has issued a series of earthquake disaster prevention standards andrelevant laws.In July2007promulgated by the State "on promoting the views of the earthquakeemergency shelters",clearly listed the urban park as one of urban emergency shelters’components, Disaster-proof Park has become a new type of the urban park construction.However, the study of urban disaster-proof park is still lack of systematic theoreticalresearch and the specific performance standards, relevant planning and constructionspecifications have not yet introduced,most of the newly built or rebuilt disaster-proof parkbecause there is no specific specification can refer, only on the basis of general park addeddisaster prevention function, can not be good for our country in the future construction ofdisaster-proof park provide a system informations and references. Therefore, research onthe indicators system of the construction of the urban disaster-proof park becomes asignificant topic.This study is based on the basic research of disaster-proof park, according to"Evaluation of seismic safety regulations","Park design specification ", and other urbanpark greenbelts construction standard and related national standards and regulations, fromurban disaster-proof park construction feasibility indexes to put forward the disaster-proofpark in the location, including the site conditions, surrounding environment, external trafficenvironment and park’s distribution should follow the standards and principles. Secondly,according to urban development trends and the specific function of disaster-proof park,analyzes the structures of disaster-proof park and spatial layout; puts forward the planningprinciples, namely security priorities, overall planning principles, flat disasterhuman-oriented principle, with the principle and adjust measures to local conditionsprinciples; and with reference to relevant national standards and local regulations, disaster planning target classification for the park explore and develop the appropriate standards.Moreover, from the emergency work and disaster victims placement to discuss theemergency facilities’ standard and service requirements, and detailed study the building’sconstruction within the disaster-proof park and design of disaster prevention andidentification system.Finally, the city of Shanghai’s first urban emergency shelter Class Ⅰ disaster-proofPark——Dalian Road Emergency Disaster Evacuation green space in this exemplaryexample, through the theoretical research and practical examples, thus to deepen andimprove the disaster-proof park construction indicators system content and enhance theindicator system of operation.
