Study On City And County In The Same Place’s Issues And Planning Strategy

City and county in the same place was one of the stage products of administrativedivision historical evolution of China. And has profound social and historical roots. Inthe new China period, it was poor, and city and county in the same place to play therole of overall management, unified development, complementary advantages.However, with the transformation of economic system, the contradictions of city andcounty’s issues were becoming increasingly prominent. City and county in the sameplace not only limits the development space of central city, but also lead to theinfrastructure’s redundant construction and interests of contradictions.In this thesis, the author from the perspective of Urban Planning and RegionalPlanning to study. Firstly, sort out the domestic research achievements. Secondly,studied and analyzed the metropolitan areas governance. Thirdly, the author analyzedsolutions of home and abroad. Finally, the author based on the development status ofChina’s urbanization, to be defined connotation, the status quo, issues and so on.Further more, divided city and county in same place issue into three classes, such aswhether to have territorial jurisdiction, whether to enjoy the special policy of state.Songyuan city and Guo’erluosi Mongolian Autonomous County city phenomenonwas the empirical study, imagining the big from the small, to discuss the futuredevelopment of a way out of city and county in same place. Firstly, from city andcounty’s interests, industrial structure, municipal construction, investment and publictreatment major aspects to deep-seated Songyuan and Qianguo’s issues. Secondly,Songyuan and Qianguo are belongs to mixed, would not to choose the path of “cityand county merger” or “site relocation” as others distract. It should be under theprotection mechanisms of communication and consultation selects the “QianguoMetro mode”. The author hoping this thesis would to provide more effective solutionsto Songyuan and Qianguo. In addition, the paper would provide theoretical andpractical reference for the study of city and county in same place in China.
