Water, as resource of life, is important and essential to development of human andsociety. With the global population growth and economic development, demand for waterresources is getting bigger and bigger, a serious conflict between water supply and demandhas a pernicious influence on socio-economic harmonious development.On the object of urban water supply in Suzhou, synthetically considering propertiesand particularities of industrial water and municipal water in Suzhou, characteristicparameter of kinds of water were presented, emergency water supply allocation models ofSuzhou city was established.According to three main principles of emergency water supply and the loweststandard of water supply, urban emergency rating of water supply was developed. On thebasis of four influencing factors--natural endowment of water resources, watercharacteristic coefficient, population and GDP, mathematical model based on relationshipbetween influencing factors and urban emergency rating of water supply was established,five emergency rating was represented.Urban domestic water consumption and industrial water consumption were analyzedand calculated in the paper. Based on analyzing six kinds of domestic water--drinkingwater, washing water, kitchen water, hand-washing water, flushing water and showeringwater, the lowest urgent domestic water consumption per capita under different urgentconditions was calculated. By comparing three computing methods of weight--expertevaluation method, analytic hierarchy process and input output method, weight coefficientof industrial water was determined.On the basis of water supply of Suzhou city, model parameters were presented. Usingmulti-objective planning method, emergency water supply allocation models of Suzhoucity was solved. The model based on emergency water supply of Suzhou in2007waschecked and then emergency water supply of Suzhou in2015,2020and2025wasforecasted by the model, urban domestic water consumption and industrial waterconsumption under five emergency rating were represented, which provided a certainreference for a emergency plan of water supply.
