The public traffic system affects economic development and the life of people.With the development of economy, the problem of traffic jam was from bad to worse. The phenomenon leads to the decrease of the level of public traffic services, and restrict the benefit of public traffic. In the face of the contradiction between economic development and traffic jam, the government must bring into effect the strategy of public transportation priority development. At present, the public traffic system exists two main problems:the one is the design of the public traffic route is incompletely reasonable which puts the passengers to inconvenience, the other is that bus scheduling is not reasonable which result in the increase in waiting time of passenger and wasting resource of vehiclesTaking the development of public traffic into account, this research applies the theory about bus stops location, bus scheduling and the technology of cyber-simulation to designing bus stops location and evaluating public traffic, explores to resolve the design and management of public traffic, is of important academic significance and applied value.1. The design of the public traffic route is achieved base on MapX; and a method of estimating the amount of passengers on the route is proposed.2. Estimating the amount of passengers on the bus stops is achieved base on the technology of cyber-simulation. With objective of the minimum of the value-cost of passengers’walking time, on-vehicle traveling time and buses’running time, an optimal model of locating bus stops was established, and a genetic algorithm to solve the model was designed.3. Estimating the amount of passengers during the different period of time and the speed of vehicles during the different period of time and the different section of the route is achieved base on the technology of cyber-simulation. Combination optimal model of bus scheduling with handing the departing interval by the multi-objective assembled optimizations, selecting two optimal objects which are the minimum of the average of passengers’waiting time and public transportation company’s total running times of vehicles for bus in one day, and a genetic algorithm to solve the model was designed. 4. Appling the technology of cyber-simulation, the passengers’quantity during different period of time are simulated. Rate of time-period vehicle loading passenger, rate of time-period vehicle leaving passenger and passenger’s time-period waiting-time are selected as evaluating criterions to perform economic evaluation of the public traffic lines.5. Design and development of the system about bus stops location and route simulation evaluation is presented. By related examples, the system’s validity and feasibility are validated.
