Research On Contractor’s Construction Risks Of Second Section Of Beijing-Shanghai High-Speed Railway

At present, there are four kinds of problems in the field of high-speed railway construction project. Firstly, time limit of projects is always over-expected; Secondly, project construction management seems disorderly and the management methods are not advanced; Thirdly, project risk awareness is weak and lack of risk estimation; Lastly, risk control measures cannot be executed well. These phenomena show that many problems lie in China’s high-speed railway construction projects. And the losses caused by the risks are serious. Therefore, how to identify the risks of high-speed railway construction project contractor and take proper measures to control these risks become urgent.For that Beijing-Shanghai high-speed railway is representative, this paper chooses the Second Section of Beijing-Shanghai high-speed railway construction project to make the case study. This paper first analyzes historical literatures about risk management of construction projects, construction projects contractor risk management, and construction risk identification and assessment methods. Then, combined with the characteristics of high-speed rail construction projects and the practical experience of high-speed rail construction project contractors, this paper identify the risk of the high-speed railway construction project contractor from viewpoints of the construction aspects of risk, engineering related risks and engineering environmental risks by literature analysis, field study and expert interviews. According to the risk identification results, this paper sets a risk index system of high-speed railway construction project contractor.In the risk assessment process, this paper applicates the method of analytic hierarchy process to estimate high-speed railway construction project contractor risks. This paper finds that the main risk of high-speed railway construction project contractor risks are construction management risk, natural environmental risk, legal regulations risk, contract management risk and financial management risk. Finally, this paper put forward corresponding risk control measures. The results of this study has a certain reference value for current and future railway construction project contractor risk management practice.
