Hubei province, as the core city in the central area of china, falls behind theaverage level in the process of urbanization as statistics show in2010. One of thereasons is that one third of the76county level administrative departments, which is40%of the province in area, are state designated poverty counties, with a urbanizationlevel of27.6%in average. The acceleration of urbanization in those countiescontributes greatly to the whole province.Four parts strut the main frame of this paper.The first part starts with a thorough investigation of both questionnaire anddocument, sorts out the current situation in24counties of them and study some ofthe typical ones in more details. Features of urbanization are evaluated in aspects ofthe existing level of urbanization, the setup of the three industries, the urban system,and the standard of living. Basing on the current situation and using a combination ofanalytic hierarchy process(AHP) method and corrective analysis, the main factors thataffect the urbanization process are assessed, so the main problems are revealed.Problems are the influent of the core city causes a outflow of labour force in pursuit ofinterest, low quantity industry development rather then a specialty industry unique tothose mountainous area, inconvenient transportation, and the conflict between theprotection of ecological environment and the growing demand of development.The second and third part suggest a mechanism detailed in four aspects thatsuitable for the region, and which targets at mobility of population, nonagriculturalindustries, transportation and mountainous environment, these four major factorsaffecting urbanization. The four aspects of the mechanism depicted are attraction topopulation, which make sense in compare between city and town, a leading industrydriven economy, policy of the government, and motivity from nature resources.Powered by these factors, the author suggest a path which is syncretic,order, uneven,unimpeded, and green to urbanization considering industry, population shifting, spaceof city&county, transportation and environment resources.Spaces of the city is the very place where urbanization happens, and itsunderstandable that organization of space at county level affect the outcome of thecarrying out of the urbanization strategy. The fourth part analyses the layout in spaceand the scale of the county level system, and proposes a optimization in organizationof space for them in future, which fall into three types: from "string of beads" to"fishbone" shape grow, from "disorderly ramiform shape" to "hand-like" development,and from "leap of circles" to "group of stars" buildup.
