As urbanization advances,the urban-rural planning management organization's linkage role and institutional construction become increasingly important.Urban-rural planning management is not only an important part of the theoretical system of the subject discipline,but also a practice approach to response to national policies.Moreover,it is positioned at the forefront of the discipline integration and development.There are abundant yet focused studies on urban-rural planning management,which has become the mainstream of disciplinary studies.However,most studies are "black-box" studies focusing on external associations.These studies have been accumulated in a decentralized manner under the guidance of "multi-level division and dualization",in which excessive emphasis is laid on material space,being more focused on institutional suggestions while being less focused on procedure optimization.The studies on organizational system and organizational design are even more deficient.In addition,previous studies only focused on institutional optimization and technology upgrading for urban-rural planning management in county-level cities,while did not place importance on the changes and influences incurred due to its particularity.The status quo of lack of "internal perspective" necessitate the introduction of organizational theory to make improvement.The arguments around environment,organizational design and institutionalization progression within the framework of organizational theory can provide guidelines for the transformation of urban-rural planning management as well as a new approach to theory building.Assuming that organizations and actors are "adapters" for urban-rural planning management operations,the adaptation among organizations,actors,institutions and institutional effects in particular circumstances is the core issue that should draw attention.The environment of China's urban-rural planning management system is defined by three factors: political control,administrative system and the institutional process and practice process of the urban-rural planning management.Under such circumstances,the organizational framework of urban-rural planning management is rolled out in a particular organizational domain around the core value chain that incorporates use,control and coordination of resources like urban and rural land,space and property rights.As the core organization in the organization domain,the urban-rural planning authority lead the organization clusters,organization sets,organizations and their internal actors with authorization from governments.In the process of practice,the organizational structure of urban-rural planning management consists of three parts,which are industry management,organization management and value management that is adapted to environment.As a practical management,urban-rural planning management covers management of organizations,actors and their activities,which are realized through administrative organization system.The institutionalization of organizational management is a profound political process that consists of five aspects: motivation,objective,plan presupposition,behavior impact and performance appraisal,which reflect the organization's interests and various actors mobilized for interests.For GS City,the urban-rural planning management is implemented in a simple and turbulent environment.There are also many differences and particularities within the organizational framework,for example,the organizational differentiation in the organizational domain,the alienation of the core organization and the organization clusters,the expansion of the core value chain,and the unequal relationship between the core organization and other organizations.As for the organizational system,although there has been some extent of standardization,there are some hidden dangers of deinstitutionalization.For core organizations,the hidden dangers of deinstitutionalization are more evident in organizational management and organizational structure.All hidden dangers of institutionalization affect the practice of urban-rural planning management in GS City,resulting in a series of deinstitutionalization phenomena such as sudden change,absence,disadvantage,dissimilation,weakness,powerfulness,generalization and formalization of institutions,thus reducing organizational performance.The causes of this consequence include not only the influence of the organization and its actors,but also the triggering of the hidden dangers of institutionalization.The essence is the incompatible relationship between the organization and the actors,institutions and the institutional effects.Therefore,it is necessary to optimize the urban-rural planning management in GS City from such three aspects as promoting the active response of the organizational system to the environment,optimizing the core organization's organizational structure and optimizing the institution for organizational management.
