In recent years, with the rapid development of China’s tourism industry, China’s tourism market is starting to mature. The tourists’awareness and consumer attitudes are gradually awakening, the traditional mode of mass tourism cannot completely meet the needs of tourists, and begins to pursue various levels of tourism products. Tourists gaze from a single sightseeing, adventures, exploring to the importance of autonomy, participatory, experiential tourism activities.In this situation, tourist attractions, especially tourists scenic spots face a great number of problems while developing, such as decline in the attractiveness of tourist attractions, slowdown of tourist rising, slides in the economic benefits and so on. The reason, the paper argues that in the leisure tourism development trend, the neglect of Tourists’ demands in experience is the root cause of the problems of the tourist attractions. Leisure tourism development trend calls that the planning and construction of scenic spots should proceed from the point of view of visitors. We should center on their experience and feelings, re-examine the various elements of the scenic spots and then build visitors experiencing systems, that is new model of scenic spot planning.Tourist attractions as the research object, this paper puts forward the concept of experience-based tourism by combing and summarizing domestic and international tourism development and planning and researching on the theory of experiential travel, based on the market demands. They should make in-depth understanding of the features of activities and thus propose scenic experience-based tourism-oriented planning model, and specifically discuss the five aspects of the resources, markets, themes, projects, space planning and design methods, intending to resolve the scenic development of practical problems, and finally to verify the actual case planning model. I hope that it can offer guidance and reference to the significance of the scenic spot of the same type of planning and design.
