Since USA used the nuclear energy for power generation for the first time in December1951,the world’s nuclear power has developed for more than60years, the nuclear accident alsocaused many disasters to humans along with the economic benefits brought by nuclear energy.Nuclear emergency response is an action taken to mitigate the loss of a nuclear accident,nuclear power plant emergency response is a complex system involving a variety of factors orattributes. There are also a variety of complex causal connections between the various factors.Therefore, the decision-making of nuclear power plant emergency is a complex systemicdecision-making problem. Due to the large number of decision-making body and the complexand volatile decision-making environment, it is easy to reduce the reliability of thecollaborative decision-making; thereby the effect of the emergency response will be affected.This thesis takes a method of multi-agent of complex system simulation to explore the factorsof affecting the reliability of nuclear accident emergency collaborative decision-makingsystem and propose appropriate rational strategies to improve the reliability of thecollaborative decision-making system.First of all, the concept of collaborative decision-making of nuclear accident emergencyis put forward combined with the nuclear power plant accident, collaboration andcollaborative decision-making. And knowledge about the reliability of decision-makingsystem is blended into the thesis, the reliability of nuclear power plant emergencycollaborative decision-making system is defined from the aspects of the characteristics ofcollaborative decision-making system, reliability needs and connotation.Secondly, this article analyzes the nuclear power plant emergency collaborativedecision-making body relationship and collaboration that is related to the reliability ofcollaborative decision-making system. The nuclear power plant emergency collaborativedecision-making body’s relationship diagram is drawn based on the principle of the causaldiagram in the system dynamics. And the nuclear power plant emergency collaborativedecision-making body’s collaborative model is built by taking advantage of the synergymatrix and collaboration entropy.Thirdly, this article analyzes the complexity of nuclear power plant emergency collaborative decision-making system and describes the basic ideas of the multi-agentmodeling method in this paper and the modeling process. This method is used to build reliablesimulation model of multi-agent, including the analysis and assumptions of the modeling, thebody’s classification and the description of attributes, the building of interaction rulesbetween the body and the operating mechanism of the model. To simplify the model, thereliability of the system is characterized by the impact of public nuclear power plant accident.Finally, by using Netlogo simulation software, the impact of public nuclear power plantaccident, namely reliability, can be analyzed through changing the parameter values of the keyattributes. The simulation analysis is carried out in four ways, the emergency radiationmonitoring of nuclear accidents, the deployment of relief supplies in the nuclear accidents, theauthenticity and timeliness of nuclear accidents information and the collaborative degree ofthe collaborative decision-making body, and countermeasures and suggestions are alsoproposed to improve the reliability of the nuclear accident emergency collaborativedecision-making system.
