The primary and secondary school buildings collapsed or wereseriously damaged in Wen-Chuan earthquake, which lead to heavycasualties. In May2009, the state council has all-roundly deployed thesecurity schools project. With three years to improve the seismic capacityof primary and secondary schools, to make the schools meet the emphasisseismic fortification standards.With the practical experience and reference material, some defects ofanti-seismic were sorted and discussed. And the methods of investigationand appraisal of primary and secondary schools’ building are illustrated indetails. The techniques and formulas of some methods of seismicstrengthening were sorted and discussed.With the knowledge of seismicstrengthening and reference material, a new kind of evaluation model oftechnical and economic was created. This evaluation model is based onstructural bearing capacity, seismic performance, ease of construction, costand duration of reinforcement works. By this model, the pros and cons of aproject of reinforcement can be found more intuitive with the evaluationscores.The study and research is good for improving the integrated value ofthe strengthening works of primary and secondary schools, and promotethe security schools project.
