The world health organization issue <the road safety global status report> at thetheme of road traffic safety in june15.2009. The report shows that more than1.2million people died in the traffic accident in global each year,90%of which occurredin low and middle-income countries. China, as the biggest developing country, alsofaces serious traffic situation. In recent years, China’s national economy development,transportation activities have become increasingly frequent, road traffic safetyconditions progressively worse, traffic safety management must be the task ofresearch.This paper first introduces the current domestic and foreign road traffic safety,the current situation of the road traffic safety of Qingdao is a preliminaryinvestigation and research, and figure out what the problem is. The whole trafficsafety management can be divided into four modules for research.First of all, analyze factors affecting traffic safety, divide into macro and microaspects to analysis. the analysis focus on the transportation security features, thevehicle’s safety technology, the road safety factors of the main body of the project, thethree Angle made microscopic analysis, for the next step of the black-spotidentification and evaluation model to lay a foundation.Secondly, to research the road traffic black-spot identification method, this paperanalyzes the absolute value method, matrix method, quality control method and theadvantages and disadvantages of the methods,and put forward GIS to identifyblack-spot.Again, analyzing of the affecting factors based on person-car-road, following thecurrent national government leadership, department coordinate, all socialmobilization of the policy, we set up a comprehensive evaluation index system. Indexsystem points to driving to the transportation safety features, the vehicle’s safetytechnology, the main body of the project safety factors of road, the traffic of thesupervision and administration of the operation, the road traffic safety policy andmechanism. The paper also analyses Analytic hierarchy process (AHP), principalcomponent analysis(PCA), fuzzy comprehensive evaluation method and greyevaluation method, sets up road traffic safety evaluation modelFinally, the paper puts forward4E scientific strategy among them4E scientificstrategies include law Enforcement management, Engineering measures,Safetyeducation, and Emergency aid. On the analysis of the four modules, and on the basis of the whole road trafficsafety management of the whole process of research in Qingdao application examples,the first identified Qingdao black-spot with GIS, the selection of a sensitive accidenton the road area-as the research object. And then I analyses the person, car-the wayinfluence factors. On the basis of analysis, the paper uses AHP and fuzzycomprehensive evaluation method to evaluate the jiaozhou road, aimed at theevaluation results, put forward the corresponding4E scientific strategies that will linktheory with practice. The paper can improve and enhance road traffic safety level andprovide a theoretical and practical reference.
