Weifang City as the birthplace of the national agricultural industrialization, agricultural and sideline production areas in Shandong Province is also one. Comprehensive agricultural production capacity, the level of farmers’ organizations, investment in agriculture science and technology capacity and an important amount of agricultural output in Shandong Province and the country are very few. Current agriculture and rural economy in Weifang City has entered a new stage of development, agricultural development in the past to focus only on food production diversification to attach importance to agricultural products change, the transition from the pure agriculture to rural industrialization, industrialization and commercialization. Diversification of the rural economic structure, urbanization of rural towns and the farmers residential district, incompatible with the sustainable development of rural water resources infrastructure status and support capabilities and rural society. Weifang area of rural water resources in the context of sustainable development, is included in the economic and social, and is one of the important component. Implementation of sustainable development of agriculture for the production of other departments and offer protection, it is important to maintain its original ecological resources and the ecological environment. Sustainable development of agriculture is a prerequisite for the development of the whole city. The issue of water resources in rural areas is the preface of the sustainable development of agriculture. The development of rural water resources along the direction of sustainable development, sustainable development programs in the entire city preface, is the preamble of the sustainable development of agriculture.Into the1980s and1990s, with the socio-economic development and the dramatic increase in water consumption in some countries and regions, water shortages, water pollution and deterioration of water environment has become a key factor restricting the sustainable development of society. To this end, the man and water live in harmony, to achieve "sustainable development" modern ideas gradually penetrated into the entire field of water management."The flood" and "management of flood in the flood control strategy" to coexist with floods change; on the use of water resources, considering the water resources carrying capacity based on demand for water resources management, and maintenance of the water environment and water the benign operation of the ecosystem, to achieve the sustainable use of water resources. This paper first introduces the related concepts of sustainable development of rural water and rural water resources; followed by a status of Weifang in rural water resources, and to analyze some problems in the use of water resources of the rural areas; on this basis designed to Rural Water Sustainable Development Indicator System, and the complex ecosystem field theory framework for quantitative calculation of the Rural Water and sustainable utilization of, and were calculated as an example to the Weifang area; for rural water resources can be sustainable use of the development of a number of specific measures.
