Generation rights trade is an effective measure of the marketization to optimize electric power dispatching and promote energy saving. It can help shut down the small-capacity thermal power units, improve the utilization of hydropower units and energy efficient large-capacity thermal power units. In the generation rights trade, different power plants carry on electricity trade and replacement, which inevitably lead to the change of power flow distribution and power system’s transmission loss. At present, studies of generation rights trade model based on energy conservation mainly concern the change in coal consumption before and after the transaction, and adopt the trading rule named minimum coal consumption which doesn’t give full consideration to the impact of incremental transmission loss. When there is congestion and needs to reduce the transaction, the congestion management method generally does not consider the factor of incremental transmission loss and thus can’t comprehensively measure the energy-saving effect of generation rights trade.This paper focuses on the study of generating rights trade based on energy conservation. Firstly, the concept of generating rights trade is introduced and the summary of the calculation methods of incremental transmission loss caused by generating rights trade is given. Secondly, the paper introduce the methods of congestion management in traditional power system and in generating rights trade, and make an analysis and comparison of the advantages and disadvantages of different generating rights trade models and algorithms considering congestion management. Finally, the model considering both the incremental transmission loss and coal consumption is established, which can guide effectively for generation rights trade and attain the optimal energy savings after the trade. Furthermore, when congestion occurs due to generation rights trade, the model can be used to conduct congestion management to reflect the principle of energy conservation.The practical example shows that the model established in this paper not only can guide generation rights trade in the power trading market, but also is suitable for the situation when the system is congested. By means of cutting the trades reasonably, the goal of eliminating congestion effectively can be attained. Meanwhile, this model can achieve larger amount of energy conservation (including the coal consumption and the incremental transmission loss).
