The electric power industry has experienced or has been experiencing an unprecedented reformation of deregulation to traditional monopoly and introduction of competition in many countries all over the world in the last decades. A rational solution to the economic and technological issues on power market is key to the successful operation of power market.The power transmission congestion will occur when the transmission power exceed the limitation of the power transmission capacity. In order to assure the safety of the grid,we must perform congestion management to eliminate congestion. We regulate generation scheduling base on the civil order In the traditional electric power industry operation mode,while we should adopt economic methods to eliminate congestion because of the market members are independent economic entities in power market.This dissertation devoted to the research on congestion management of active power without thinking of the transmission loss in power market,it consists of two processes,the first process is to eliminate congestion and calculate the cost of congestion,the second process is to allocate the cost logically.In the studies of congestion management in the world, the author makes researches on two methods based on the transaction plan adjustment in this paper:the method of FTR and the method of cost allocation. Eventually,the author consider that the method of cost Allocation is better suited to China at the present time.
