Currently, security management of the air traffic management system is considered as a systemic problem refers to modern safety science by organization or country which has an important influence in civil aviation industry. In order to meet new requirements of the international civil aviation safety management and to make construction of the safety management system (SMS) regularly, an Air Traffic Control (ATC) safety risk information management system is designed by the Hubei Branch of Central South ATC and the research group come from Management School of Wuhan University of Technology. The system could achieve information sharing within all Branches, reduce the risk of air traffic, improve the ATC safety risk management and accumulate experience for the application of SMS in all Branches.In China, the safety management system has just been introduced, so many details need to improve according to its actual situation and present stage; Foreign mature experience could not be directly used; Lots of management information systems have low efficiency, because people ofen focus on its function achievement while neglect its application quality during in its development and application. In view of these reasons above, there are still many imperfections in the design and development of the ATC safety risk information management system. In order to improve system performance and to make it better meet user’s needs, the author made a comprehensive evaluation on the ATC safety risk management information system by using of a comprehensive evaluation model based on fuzzy mathematics and analytic hierarchy process.Firstly, the evaluation index system of the ATC safety risk management information system is built through combining status and characteristics of our ATC safety risk management information system and accessing to a large number of domestic and foreign information relate to the comprehensive evaluation of management information systems. Through expert consultation and staff interview, repeatedly seeking expert’s opinions and suggestions,these evaluation indexes are validated and optimized. Secondly, the weight of each index is determined by using of Questionnaire and Analytic Hierarchy Process, and the membership degree and fuzzy vectors are calculated by Fuzzy Statistis. Finally, a comprehensive evaluation of the ATC safety risk management information system is made by Multi-level Fuzzy Comprehensive Evaluation, and satisfactory evaluation results are obtained. The evaluation results are analysised to identify weak links of the system, then the optimization dealt with system functionality, interface design, query efficiency and security policy is made, and effective measures are taken to protect efficient implementation of the ATC safety risk management information system.In this thesis, the analytical method which combine theory and practice is taken to construct the evaluation index system, then comprehensive evaluation and optimization under the principle of feasibility and applicability is carried out. This study could improve the comprehensive performance of the ATC safety risk management information system, enhance the management level of ATC safety risks,and make sure of the sound and rapid development of China’s civil aviation industry.
