With the accelerated pace of urbanization, China’s major cities have been building rail transit to release the growing traffic pressure. The rail transportation brings about the transformation of the spatial structure, and leads to the redevelopment problems in the central area and the control difficults of the construction capacity. The construction capacity (CC) control relates to the interests of all the stakeholders in the land exploitation and all the contradictions needing to be addressed. Therefore, in the context of rapid urbanization, not only will it is helpful for the government’s better decision-making to study CC of the track site surroundings in the downtown, but also it’s beneficial for the preparation of urban planning.In this paper, model-based analysis is used in the achitecture layout and the city skyline in the influnce scope of the rail transit station, and this method is also used in the interest game between government and real estate developers in the land exploitation. The accurate formulas and datas are calculated to obtain the final datas which are comparatively analyzed to find the advantages and disadvantages of the method.The main results of the paper consist of three aspects. The first is to explore the relations among the three elements of CC:from the perspective of maximum plot ratio, calculating the CC function with the building height as independent variable, and summing up the value-reference table to CC. The second is to study the interest game in the land exploitation:calculating the intended plot ratio with realistic reference by analyzing the impact of the government, the public and developers on the plot ratio in the exploitation, and discussing the relationship between the marginal costs of the developers and plot ratio in the land development, deducing the functional relationships between floor area ratio and developers’profit margin. The third is using the trigonometric functions to describe the snake-like city skyline, combining the influence scope of orbital station to analyze the capacity control within the scope, and calculating the associated control datas.The target to the capacity control for construction and development, which is dominated by the government, is to protect the public interest. The capacity should be controled with the scientific and rational methods in the high-strength development zone, to make the city better.
