After the housing reform in1998, China cancelled the welfare housing distribution,andthe supply of civil servants turn distributed by government into solved by market. As timegoes by, this shift led to the housing difficulties of many workers and families have becomeincreasingly prominent.On the one hand,a large number of newly hired young civil servantsand many of the earlier work off families don’t have sufficient economic strength to pay theexpensive commercial property in Beijing.Moreover, there are some cadres who are assignedto Beijing need to have a certain standard temporary housing for work, rather than to buy realestate. On the other hand, the above-mentioned groups do not meet the conditions forapplication of the affordable housing.The dilemma has made them become the China’s stateorgans in the sandwich class groups.In order to solve the housing difficulties of the sandwich class groups, the relevantdepartments proposed establishing the housing system to short-term housing in2005.However,the establishment of such a system is not perfect, and the construction of short-term housing isalso not standardized.Therefore, what design standards should be in accordance with is thecurrent problem to be solved and the focus of this article.Furthermore, in order to solve the housing difficulties of the social groups of thesandwich class, the public rental housing came into being. It is the same as the short-termhousing which is rental housing in order to solve the sandwich class transitional housingneeds. And in recent years along with the vigorous development of our public rental housingin china, many cities have achieved certain results in the formulation of related policies andconstruction standards.Therefore, the article adopts a comparative approach to compare the similarities anddifferences of the user of public rental housing and short-term housing based on theexperiences in public rental housing, and study the design standards of short-term housing inthe overall planning and the architectural design to arrive at a more reasonable conclusion.Hope that the results of the study could provide a reference for further design andconstruction of short-term housing.
