The Mechanism And Path Of The Integration Between Development Zone And Urban In Changsha City

The city is the core of the economic development in a region. Development Zone is the focus of development in cities and towns. In the process of gathering and diffusion, as the core system of the city’s economic and social development, the Development Zone quickly gathers the city’s limited technology, factors of production, resources, to achieve its own development and growth, and to promote urban economic development steadily and fast.At present, our country is in the transition period of economic and social development. The Development Zone, an increasingly important role in the city, attracts much attention of scholars at home and abroad. For the study of the Development Zone, researched contents are continually updated, the extent of the study is deepening, and the results of the study are rich. The Changsha City as the provincial capital city both and the center of political, economic, technological in Hunan Province, is in a rapidly evolving. Especially the Changsha-Zhuzhou-Xiangtan city group developing,"Two types" society construction being carried out smoothly, these not only enhance the overall strength of Changsha City, but also promote the development of social economy on a more. Accordingly, accelerating the integration and the optimization between the Development Zone and Changsha City is of great necessity.This paper starting from the concept and the basic theory, expounded conformity connotation between the Development Zone and city, introduced the integrated development theory. Secondly, it analyzed an overview of the development on the Development Zone and the city of Changsha. Mutually beneficial role of the integrated development from the perspective of cities and Development Zones is described. The paper used SPSS software and principal component analysis to evaluate comprehensively the strength of the Development Zone and the city of Changsha. Reusing relative concepts of the coordinated development estimated the coordination of the Development Zone and urban development in Changsha City, and summed up the main problems of integrated development between the Development Zone and urban in Changsha City. Again, the paper proposed impact of the macro and micro factors for the integrated development between Development Zone and urban in four major areas from home and abroad, hardware and software environment in Changsha City. Combined with the actual situation of the development in Changsha City, it analyzed scientifically four mechanisms on the integrated development of the Development Zone and the city of Changsha, such as the mechanism of competition, cost-effective mechanism, government coordination mechanisms, the coupling mechanism. Finally, it started to study the path of the integrated development of the Development Zone and the Changsha City from both industry and space. From planning, resources, space and industry, it proposed many countermeasures on the integrated development of the Development Zone and the city of Changsha in line with the actual situation of Changsha City.
