The problems of nuclear criticality safety exist in the process of the whole nuclear fuel cycle, and the related problem, criticality safety of fission solution, is present in the process of fuel precursor and reprocess. According to the analysis of the criticality safety of fission solution, solution and flowing are the key points, but we don’t have a developed procedure to step in.Due to the reasons mentioned above, the research start with the theory derivation, and develop the procedure following up, which deals with nuclear criticality safety of fission solution in steady state. The part of neutronics handle with neutron behavior in3D cartesian coordinate system and cylindrical-coordinate system. Secondly, the part of thermohydraulics has a ability to do the analysis in2D cartesian coordinate system and R-Z system. At last, JAPAN critical safety facility TRACY is numerically analyzed by instantaneous analysis procedure we developed, and the changes of parameters, which vary with time, such as reactivity, power, temperature, pressure, are acquired. The results are in perfect agreement with answers, and it is supposed that the procedure can do the preliminary study on nuclear criticality safety of fission solution in transient state.
