Information System Planning For Telematics Information Service Providers

Telematics information service is an integrated system involving voice call system, computer system and GPS system. With the help of telematics, wireless communication network and service center, drivers are provided with services like traffic information, remote fault diagnosis, vehicle tracking, accident treatment, etc., and vehicle managers are able to accomplish vehicle monitoring and dispatching, vehicle condition tracking, vehicle use analysis, etc. As a result, telematics as a sunrise industry especially in the scope of Internet of Things (IoT) has been gradually becoming an essential component in people’s work and life.Tianze Information Industry Corporation (denoted as "Tianze" in the remaining text) is a high-tech company dedicated to providing telematics information services. Based on its strategic development plan, the management group of Tianze plans to build an information system. In this process, the key issue is to formulate a practical plan for the information system.This paper takes Tianze as an example of telematics information service providers, and explores some key issues in Tianze’s information system planning. The main contributions of the paper are summarized as follows:First, the paper uses Tianze as an example to analyze in depth the prospect, the mission, the development planning, the business model of small-to-medium-sized telematics information service providers, which will later serve as a firm foundation for their information system planning.Second, based on the present situation and character of Tianze, this paper formulates a complete information system planning. In particular, we focus on the overall design principles, the possible demands for information technologies, the important elements in system construction, the general framework of application system, and the general network infrastructure. Consequently, we provide a top-level design for Tianze’s information system.Third, the paper explores the implementation strategies for telematics information service providers. The objectives, basic principles, and crucial elements related with the implementation of information systems are discussed, and then we provide some suggestions on the effective implementation.On the basis of the author’s practical working experiences as well as the theories in strategic management, information system management, software engineering and project management, we finally finish the design of an information system for telematics service providers. At the same time, some important problems in enterprise planning and information system designing are discussed and solved. The study of the paper is expected to provide some valuable information for the information system planning of telematics information providers and the improvement of their competitive power. Therefore, our study is of important values both for research and applications.
