Even the construction technology has become so advanced today; construction safety is still the main problem which the construction program participants are most considered about. This is because once a structure becomes failure or an accident occurs in a construction program, it usually goes with some great economical or social problem. Therefore, during the construction program management, the probably of the failure of structure or the occurrence of accident must be minimized.This paper carries new fuzzy theories into the procedure of assessment to remove the flaws above. By using a new analysis framework, the emphasize placed on the experts’ judgment are less, and both the state of factor and the frequency of the factor are well considered. By choosing new method to defining the fuzzy set, the level of the influence are defined, therefore, the calculation are more precise and logical. By using fuzzy relations theory and fuzzy composition theory as the method of sensitivity level analysis, the relationship between two fuzzy theories are well translated into another fuzzy relation set, and therefore, the simulations of the safety problem are better shown. With the new method shown in this paper, an actually figure which represent the risk of failure or accident is present. Experimental results in this paper have confirmed the feasibility and correctness of the proposed method.
