Study On The Construction Site Safety Management Of Changbai Island Research&Design Center

The total construction area of Traffic Survey and Design Institute of LiaoningProvince Changbai Island research and design center project (referred to as theChangbai Island research and design center) is38,000square meters, located in southof Heping District, by the Changbai seventh road. It is adjacent to the downtownarea of flourishing business district, close to the Hunhe River. Because of the projectconstruction scale is larger, construction site security has become the focus of all thecontrol in the construction. This article will focus on this main point, and expandingresearch on construction site safety management.After a summary and analysis of the security issues on the construction site bothdomestic and international, this paper takes Changbai Island research and designcenter project as an example, from the engineering features, reference "constructionsite safety assurance system standards" and group company interior field safetymanagement manual set up Changbai Island research and design center projectsecurity management standard. In the management of standard under the guidance ofthe project department of safe production, safety specifications of the projectdepartments, on-site construction methods and processes of risk factors on the safetyof the project construction site identification and evaluation; based on the principle ofconstruction site safety risk control, security system, and related theory, using theoperating conditions of risk assessment method (LEC method) of the ChangbaiIsland project construction site safety risk of major hazards in construction site safetyassessment, classification and grading of the security risks of the Changbai.According to the key factor of risk control in the project of Changbai Island withLEC method, this article set up a controlling of critical points of the projectconstruction site safety risk control program, detailed the project construction sitesafety assurance system, improved the preparation of contingency plans; and then advanced analysis and reflection of this project about the safety management, whichare a good relationship of safety and quality, the relationship between security andspeed, security and effective relations, and the construction site must adhere to theprinciples of science and safety management principles, such as grasping theprinciples of safety and production, implement prevention-oriented approachprinciple, adhere to the principle of "four-whole" dynamic management, implementprevention-oriented approach principle, security management principle together todevelop and improve the management of the principle of focusing control. Above theconstruction site safety management relations and the principles of guarantee as theguarantee of safe construction and production of Changbai Island research and designcenter project.The main purpose of this paper is to standardize the safety management ofChangbai Island research and design center construction project, at the same time, itmay play a reference to construction safety prevention and control of constructionprojects of similar projects. In addition, after this paper, we can provide the basis ofsafety plans for large or medium-scale projects and environmental complex projects,the basis of emergency plans for incidents in the construction project, the basis ofreasonable security technologies and management practices for the constructionproject.
