Railway container transport is in the golden era of rapid development at this stage. As the idea of enhancing the effectiveness of railway deepening in recent years, railway container transport is also increasingly concerned about the control of the transportation costs, and transport of empty containers spent a large proportion of the cost of railway container transportationeach year.Empty container allocation itself is a non-economic activity, so the research on empty container allocation put forward to higherrequirements under the premise of tight rail capacity.A lot of research had beenmade in Rail allocation of empty containers theory, but there is always some short point; meanwhile, for empty containers allocation, the whole railway is mainly under the principle of qualitative-based and lack of quantitative calculations at this stage, which largely affected the efficiency of the allocation of empty containers and increased the cost of transportation of empty containers.The level and the choice of methods for empty container allocation of railway container transport companies is not only can directly affect the amount of the empty container reposition cost, but also can impact on various operating aspects of the entire container transport chain indirectly, while it is also related to the container transport costs and profits, and even affect the further development of container transport. Therefore, a reasonable transporting empty container has an extremely important role in improving the quality of transport and improving the railway container transportation market share.Empty container transportation research on cost has important practical significance.In this paper, cost-based organization and optimization.were reseached on railway empty container allocation. Using the5W1H analysis method to analyze the reality of the empty container allocation,systematicresearch on Empty container allocation in terms of processing stations, container, transport networks, scheduling system and so on.According to the actual situation of railway Empty Container in our contury, empty containers allocation is considered to be two layers—The monthly plan and the daily plan.In the condition of meeting customer demand, as cost to be the most consideration, established a cost-based monthly plan static model and a cost-based daily plan dynamic model of the empty container allocation.The dynamic model includedcost-based and single-target Empty container allocation model, cost-based and considering customer time needs empty container allocation model and cost-based multi-target Empty Container allocation model.meanwhile, take a example with the current situation of empty containers in December2011, usedall of container optimization models for empty container of the whole railway,after computing and organizing proved the effectiveness of the models.
