With the development of integration of global economy, the trade between countries is increasingly prosperous. As a kind of modern transportation with high efficiency and low cost, container transportation has developed rapidly. As a high standard of the mode of transport, through the efforts of shipping industry practitioners, container transport has connected the highway,railway, sea and other modes of transport in the form of multimodal transport and formed a comprehensive integrated transport network. However, due to the influence of the unbalanced development of the world economy and trade, the supply and demand of the container is not balanced in all areas. Thus the empty container allocation problem which does not produce any direct economic benefit comes. According to statistics, the volume of empty container transportation accounts for 25% of the world’s container transportation. The cost produced by empty container allocation per year has reached about $30000000000. The high cost has become the main reason for restraining the growth of shipping enterprises.Firstly, the research background and research status of the empty container allocation problem is briefly summarized, and then make a analysis of empty container transportation system which includes the transfer process, reason, feather and objective of empty container allocation and so on. Secondly, the cost and service evaluation index is analyzed.Based on the analysis above, the fourth chapter analysis the container port cooperates with shipping companies, leasing companies and cargo owner as a variety of roles. The fifth chapter puts forward the optimization model of empty container allocation based on the port’s participation. A mixed integer programming model aimed at minimizing the total cost of empty container allocation is established. The numerical result is analysized with sensitivity analysis method and demonstrates that the empty container allocation optimization model is a great help to reduce the total cost and improve the service quality of empty container allocation.The research result also provides decision support for the cooperation of port and shipping enterprises in the empty container allocation.
