| The building is one of the largest energy consumptions in the world. In recentyears, domestic public and government are increasingly concerned about issues such asenvironment, energy waste and climate change, realized the significant impact whichthe buildings and construction works done to the global environment, the urgency ofthe energy crisis and importance of energy conservation. The countries are alsocommitted to find ways to make sustainable development of the architecturalenvironment, and promote environmental protection projects such as the modelbuilding, building performance assessment and Green Building Rating System.However, the development of China’s building energy efficiency are still laggingbehind, the situation of energy control is still grim. One reason is the lack of ascientific, reasonable and operable civil energy-saving evaluation system.First, concepts, theories, methods and tools have been elaborated in order to laythe theoretical basis for the construction of evaluation system. Then a complete civilenergy-saving evaluation index system was established by the use of the oretical basis,AHP, Delphi method, and fuzzy membership functions, selecting index which is inconformity with principle of system construction, designing frame structure,summarizing judgment matrix, calculating the index weight, determining dataprocessing models and evaluation methods. Finally, the 26th residential building of"urban village" estate in Hengyang was taken as an example to verify the scientificpracticality of the index system. The index system was practically used for itsenergy-saving evaluation, calculation analysis and reached the rating results byintroducing the survey data andcombining the expert evaluation.The energy-saving evaluation system of civilian architecture was studied toprovide a theoretical foundation and scientific basis for the establishment of acomprehensive evaluation index system in conformity with the national conditions, toensure that the relevant government departments’assessment to the building energyconsumption situation is scientific, reasonable, fair and effective, and to serve theconstruction of living environment and the development of building energy-saving. |
