Along with the increasing development of our country’s economy and the core of economic construction gradually shifting towards central and western parts of China, highway construction of mountainous areas have entered into a prosperous stage. Confined by the landform of western areas the linear design may inevitably appear long downslope section section. With the high pace of highway construction in western mountainous part, there will be an increasing number of long downslope section . As a result of the fast development of mountainous highway, the security of continuous long downslope section is in great danger. The severe transportation situation of long downslope section in mountainous roads is closely related to not only the linear target of mountainous roads but also the driver’s psychological and physiological condition.As a compelling method of transportation safety control, speed restrictions are enforced early from the beginning of the 20th century in America. Unscientific, unreasonable and impractical speed restrictions standard of highway causes great waste of highway investment and unattainability of due transportation efficiency, thus causing trouble for trip and affecting driver’s psychological inversion, which brings about difficulty for the highway supervision and weakens the effectiveness of supervision measures. Through carrying on to the highway speed restrictions which conforms to the pilot’s psychological and physiological characteristics and may better manifest the idea of“humanist, serving for the driving”. And then urges the highway Supervisory department to supervise the condition of the highway vehicles movement effectively, and urges the pilot on his own initiative to observe the regulating laws and regulations, thus reducing the occurrence of traffic offense events and strengthens the validity of highway supervision.The paper uses the cockpit simulation, through carrying experiments on the pilot in the running test of“seven kilometer experimental road sections”,“the Yalu experiments the road section”, analyzing the relation among experiment pilot’s augmentation of heart rate in the downhill along between the straight road sections, the vehicle speed and the lengthwise grade slope and the relation among augmentation of heart rate in curve road section, vehicle speed, lengthwise grade slope and curve radius. Analyzing experiment pilot’s driving physiological characteristics and requests.Further uniting cockpit modeling’s vehicle speed data and the cockpit simulation vehicle speed which returns with the too old highway’s on vehicle speed cruising data with on the spot the vehicle speed relational model, proposes take the cockpit modeling as the foundation Operating Speed computation model and comparing computed result of Yalu high speed K150+041~K144+085 road section, the computation model of "Road Project Security Appraisal Guide" and computed results of Operating Speed the plane curve technical specification model and so on to confirm its serviceability in long downslope section section.
