The rapid economic development promotes the town moving toward to larger urban agglomeration. Cities continue to expand and meanwhile travel distance and travel time increase. Urban agglomerations urgently need the transportation system within the region. The system is a diversified and integrated passenger transport system that bases on high-capacity inter-city transit as skeleton, highways and waterways as supplement. It should be easily achieved and conveniently to be transferred. At present, China accumulated certain theories and methods for the urban and regional transport planning, but still at an initial stage for the inter-city railway network layout planning of urban agglomeration. The existed inter-city railway network include the network of YangtzeRiverDelta, Pearl RiverDelta, Beijing-Tianjin-Hebei etc. However, they have the problem of insufficient analysis in demands and layout methods.The development of inter-city railway has great significance to the development of the economic and regional transportation facilities and other aspects for Chengdu-Chongqing Urban Agglomeration, which is the region where cities concentrated in western China. The paper absorbs mature experience of domestic and abroad inter-city railway network layout planning cases to study the Chengdu-Chongqing railway network layout. In the passenger demand analysis, the paper analyzes traditional forecasting methods and gives their scope of application, combines the aggregate and disaggregate model of four stages method to establish the system based on urban and regional integrated travel demand model. In the layout methods, the paper studies usual network layout methods, and points out the respective cope of application. With comparison, the paper combines the node important degree and the theory of area location and draws on the advantages of other methods. It introduces traffic location theory into inter-city railway network planning, taking the impact of geographical factors into account. At last, through the practical application of the method, this paper draws the multiple alternative programs for Chengdu-Chongqing urban agglomeration inter-city railway network layout, and gets the better program by comparison of multiple indicators.
