The Research Of Tongjiang’s New-city Construction Orientation And Conceptual Planning

Tongjiang county has been called "one capital, three townships" (namely, the capital of Sichuan-Shanxi Revolutionary Base; the townships of Red Army, tremella and caves). In the history of promoting China’s urbanized construction, the county Party committee and government of Tongjiang put forward some plans, as which are follows: the population of the whole county will amount to 900,000 in the year of 2020,160,000 increasing as compared with 740,000 in 2005, and its urbanization rate will increase to 40%, just as double as that of 2005. Meanwhile, Tongjiang county will be constructed constantly to become an excellent base of agricultural products processing with its distinctive features and an important support of the great line for travel within the province. Additionally, it will also turn to be the secondary city for the external development featured by its tourism and culture and the characteristic Red Army city in the nation as well, so that the overall goal of creating an economically and culturally strong county with rich tourism resources and new civilization will be realized in the end. Therefore, the county party committee and government have determined to take the development of the Shijiaozui region, the continuing improvement of the new zone south of city and the city’s proper expansion to Nanshandi as their major projects for the city in the recent mid-term period. However, the precise orientation of Tongjiang’s new-city construction and its scientific urban planning will directly affect the realization of that overall goal determined by the county party committee and government.Owing to the reasons mentioned above, this report attempts to make a research of Tongjiang’s new-city construction orientation and conceptual planning by applying the principles of orientation theories of strategic management and marketing as well as the theories of urban planning in compliance with its relevant regulations and laws.This research consists of six chapters:The first chapter is the preface, and it proposes research topic of this article of " Study on Tongjiang’s New-city Orientation and Conceptual Planning" and the purpose of the study, to promote the city’s urbanization process of Tongjiang, which has the glorious revolutionary tradition of the Red Army.The second chapter introduces the research background and the theoretical legal base for this research. In this chapter, the overview of Tongjiang’s urban development, the program of Tongjiang’s new-city, its government need and market demands, the purpose of the research, the necessity of its new-city construction and requirements of investing and constructing objects, the concepts and principles of theories of orientation and urban planning, its relevant regulations and laws as well as all related to this project research will be mainly explained, by which the theoretical and legal base for this research can be established.The third chapter offers the environmental analysis of Tongjiang’s new-city construction. The opportunities and challenges that Tongjiang county will face for its new-city construction will be specified through an analysis of the environment for its nature, economy, social culture and investment in this chapter, which will provide an analytical base for the orientation and conceptual planning research of Tongjiang’s new-city construction.The fourth chapter is the orientation research of Tongjiang’s new city, in which relevant orientation theories combine closely with the objective reality of Tongjiang’s new city to be established. By research, the overall orientation of Tongjiang’s new-city will be as follows:the new-city of the prosperous secondary city of Bazhong; the new-city, namely, the hub of "Golden Triangle" of Chengdu, Chongqing and Xi’an within an three-hour traffic circle; Red City (with classic red tourism); Green City (an ecological city with natural mountains and rivers); Yellow City (with characteristics of mountainous regions of Sichuan and Shanxi provinces in China) and Low Carbon City (an economical and energy-saving city). On such a basis, the orientation for functioning, culture, marketing, products, investment goals, and the development model of the new-city will be specified.The fifth chapter describes the conceptual planning of Tongjiang’s new-city construction. Based on the orientation of Tongjiang’s new city, the overall planning thought for it will be formed, and the significance of its conceptual planning, the design concept for urban construction planning and the base for its conceptual planning will also be stated within this chapter. Therefore, according to the development model of "one axis and two areas", the city pattern of "one center and two wings", the urban general layout of spatial forms of "interaction of South and North and flying with two wings", the paper puts forward the the urban spatial structure of the new city of "a core and one ring·five regions and several points", which is explained that the core greenspace of urban central parks,the riverfront landscape avenues. Namely, it is translated that the conceptual overall planning of organic structure of two residence regions, one tourism services region, two administration regions, and many fixed points of trade.The sixth chapter is the conclusion for the research of Tongjiang’s new-city construction orientation and its conceptual planning. This research will provide important opinions with high values for the controllable detailed program designing and urban planning of Tongjiang’s new-city construction, so as to scientifically and reasonably promote the urbanization of Tongjiang county as well as to make some contributions to the economic and social development of Tongjiang county. This research will also put forward new thoughts to those third-tier cities with revolutionary history and mountains and creatively explore the acceleration for the urban construction of old revolutionary base areas with government-driven and non-public capital-combined model.
