Abstract/Summary:
The21st century has been called the century of water, integrated water resourcesdevelopment and utilization of growing conflict, which is closely related to theconstruction of dams on the river in many countries in the last century, in order to meettheir demands of flood control, power generation, irrigation, and so on. Among theseproblems, the abuse of water and environmental issues caused by small river dams are ofthe most prominent.Most of the existing risk assessments of dams in domestic andinternational always strart from a economic and social perspective, and the research ideasare limited to the cost of dam construction, management, dam-break risk factors,Compared with the assessment of dambuilding benefits. However, this method hasignored the ecological ethics coming with dams construction, which is closely related tohuman life and production. As a result, more and more dams risk assessment focused onthe immediate, so long-term sustainable development can not meet the requirements.Inthis paper, we choose the ecological carrying capacity of small vally as the entry point,using ecological footprint model for the risk assessment model for small rivers dams ofecological carrying capacity building, make the ecological ethical issues a part of the riskassessment of small dams, and select Shi He dam as an exemple to make an empiricalrisk analysis, pointing out the path for our small river dams risk assessment andecological restoration.Firstly, the paper introduced the background, significance, research status, researchcontents and methods, and described the theory of river ecosystem, ecological ethics,ecological carrying capacity, ecological footprint model, lying a theoretical foundationfor the studys below.Secondly, we made a systematic analysis of water resources utilization efficiencyand eco-ethical issues bring by dams,based on a clear understanding for the focus anddifficulty of small river dam risk assessment, provide the basis for the followingevaluation selecting and model building. Thirdly, fully confirmed the applicability of the ecological footprint model,completed the establishment of indicators, selected reasonable factors for the study byquestionnaires, in order to build a new risk assessment model and propose riskassessment process and compensation of the ecological carrying capacity.Finally, according to the empirical results of Shi He dam, based on a ecologicalcarrying capacity point of view, in order to protect the sustainable development ofeconomic, social and ecological triple-systems, this article proposed ecologicalrestoration and compensation strategies for Shi He River from six aspects, such as theoperating mechanism, immigration policy, engineering specifications.
