Container yard is the most important constituent part of the harbor, and itsefficiency is directly connected with the productivity of every businesses. How tooptimize the efficiency and the expenditure as well as truck schedule in order topromote the efficiency of loading and unloading and the resource usage rate has becomeone of the most concerned questions for inland port and even for internal and externalcontainer harbors.The yard’s management is to coordinate all the container business and resourceusage in daily schedule, which exists in almost all the container harbors. Comparingwith the traditional yard container-turning, the paper pays a great attention to thecontainer yard and truck scheduling in order to achieve the minimized container-turningand maximum resource overhead, and eventually to improve the harbor’s practical workefficiency and decrease the expenditure.The paper, firstly, introduces the basic theories of the traditional PCNN, and thenparticularly describes the optimizational process of the container in and out of the yardin PCNN, and analyses the merits and demerits of the algorithm. Integrating with theproject named Container Comprehensive Management System, the paper whichconsiders the efficiency of algorithm, according to the practical working process, putsforward the yard working model which chooses the expense of relocation as the metricsand improves the iterative process of the traditional PCNN. In the iterative process ofthe improved PCNN, graphs of relocation have been generated, which effectivelytackles the optimizing problems of distribution and relocation during containers in andout of the yard. In the mean time, according to the time used to calculate the cranes’operation and the trucks’ moving, a united algorithm integrating the yard and trucks hasbeen purposed.Finally, the simulation results illustrates that the similarity of the performances asto the purposed and cited algorithms, and the executing overhead of the purposed one isnotablely superior to the cited one, and the purposed one tackles many practical issuesas well. Though the optimization of the central control schedule in the practical projectnamed Container Comprehensive Management System, the comparison of the previousand improved system proves the practicability, feasibility and efficiency of the proposedmethod.
